From Catherine Roseberry, for About.com

Question: What Are Tax Impulses?
Answer: Mobile professionals who travel to Austria, Belgium, the Czech Republic, Germany, Spain or Switzerland are apt to run into a situation when using the phone systems called "tax impulses". Tax impulses are high frequency signals used over the phone system to measure local phone usage for billing purposes. Tax impulses will interfere with your data connection when using the phone system to access the Internet.
To avoid problems and connection problems, mobile professionals will have to pack a TeleFilter which is a small gadget which plugs into the phone line and goes between the wall jack and your modem.
